BACKGROUND

Widefield Homes Water Company provides water and wastewater services to the community of
Widefield, Colorado in EI Paso County. The Company was formed in 1957. The current
service area is located downstream of Colorado Springs and Security, The Company presently
serves approximately 4,600 residences and is expected to double its number of residences in the
next 25 years.

Treated water is currently supplied by the Frying-Pan Arkansas Project and 17 wells located in
three separate aquifers; The Widefield Aquifer, The Jimmy Camp Creek Basin, and the Windmill
Gulch Aquifer.

The company's water needs are presently being met from its existing water rights with an
additional II 00 acre feet available for future development. Outside development is discouraged
unless the developer can provide water to the development,

Water use efficiency is an important component of the company's supply planning. It is our best
judgement that 11 ten percent reduction in'consumption will result in conserving two hundred
(200) acre feet or 65,170,000 gallons of water per year which wi11 remain in the aquifers that
supply 'our system.

Decreased water demand will reduce the necessity for the development of new water and
wastewater facilities, These facility demand reductions may save millions of dollars in future
capital costs, We can particularly benefit by reducing peak demand which maximizes the
capacity of existing facilities and decreases pumping costs.

3
