Operations under <br />permits must be conducted under the immediate direction <br />or supervision of a licensee. The permit applicant must <br />furnish proof of financial responsibility adequate to meet <br />obligations reasonably likely to be attached to or resuit <br />from the operation. Accompanying the application must be <br />an operational plan for each proposed project prepared by <br />the licensed operator. The plan must include a specific <br />statement of the objectives, a map of the 'proposed <br />op_eIalioo .ilr.ea_ wbijOh_sp.ecJfies tbe .primary target araa, and <br />show the affected areas. <br /> <br />Following the application and prior to issuing a permit, the <br />operator must publish a notice of intent to modify weather <br />in the counties to be affected by the weather modification <br />program. The notice identifies the target area as well as <br />the general area affected. The notice also will include the <br />expected dUiation and intended affect. Prior to issuing a <br />permit, DNR is required to hold a public hearing on the <br />proposed weather modification project. Based on the <br />findings of the operational plan and the public hearing, the <br />ONR will determine whether to issue a permit. Specifically <br />the DNR determines whether: <br /> <br />. if a commercial project, the proposed weather <br />modification operation will offer an economic benefit to <br />the area; <br /> <br />. the project will generally benefit in the affected area or <br />the people in the state of Colorado; <br /> <br />. if a commercialpToJect,- thar-It oesCT"ntffically and <br />technically feasible,-- <br /> <br />. if a scientific or research pr~ject, the project be <br />designed for and offer promise of expanding the <br />knowledge and technology of weather modification; <br />
