Definitions

Licensing

The Department of Natural Resources administers the
Weather Modification Act through licenses and permits.
The following terms are defined in the Weather
Modification Act under 136-20~104, C.R.S.:

Weather Modification means any program, operation, or
experiment intended to induce changes in the composition,
behavior, or dynamics of the atmosphere by artificiai
means. ! 1 04(4).

Operation 'means - the - perform-ance in. Colorado of any
activity to attempt to modify or having the. effect of
modifying natural weather conditions other than usual and
customary activities not conducted primarily for weather
modification and having only a minoi effect on natural
\^/sather conditions. ~104{10}

Ground~based winter cloud seeding means the seeding of
clouds between the months of November through May of
each year by the use of the cloud seeding generation
equipment. 1104(2.5)

In order to engage in weather modification activities, a
person must possess a weather modification license and a
permit for that particular operation. To obtain a license
from the Department of Natural Resources, an individual
must ."demonstrate knowledge, skiil, and experience
. reasonably necessary to accomplish weather modification
without actionable injury to person or property..." 136-20-

However, political subdivisions that are engaged in ground-
based winter cloud seeding are not required to hold a
weather modification license. 136-20-112, C.R.S.
