Colorado of any <br />activity to attempt to modify or having the. effect of <br />modifying natural weather conditions other than usual and <br />customary activities not conducted primarily for weather <br />modification and having only a minoi effect on natural <br />\^/sather conditions. ~104{10} <br /> <br />Ground~based winter cloud seeding means the seeding of <br />clouds between the months of November through May of <br />each year by the use of the cloud seeding generation <br />equipment. 1104(2.5) <br /> <br />In order to engage in weather modification activities, a <br />person must possess a weather modification license and a <br />permit for that particular operation. To obtain a license <br />from the Department of Natural Resources, an individual <br />must ."demonstrate knowledge, skiil, and experience <br />. reasonably necessary to accomplish weather modification <br />without actionable injury to person or property..." 136-20- <br />107(2)(bi(l), GoR,S.- -- --'-~---,-- -- -.- <br /> <br />However, political subdivisions that are engaged in ground- <br />based winter cloud seeding are not required to hold a <br />weather modification license. 136-20-112, C.R.S. <br />
