Additional ChanQ'es Added bv Sunset/Sunrise Committee

During the sunset hearing, additional changes were made by the committee. In general, we support
the changes recommended by the report and have some concern about the other changes. The
proposed bill, if passed as introduced by the sunset committee, would:

1.

Continue the permitting of
weather modification
operations

We support continuation of the program, but we
believe it should be extended beyond year 2003
which is in just 7 years.

Section 20, page 16, line 25
Section 21, page 17, lines 9-12
Section 22, page 17, lines 13-24

The Colorado WM program is a small but important
tool in the development of Colorado's water
resources.

It is the only "new" source of water to the state.

We recommend that the pennitting program be
continued to provide oversite and guard against
potential adverse effects such as additional damages
from flooding, higher snow removal costs,
difficulty in feeding livestock, and burdens to
wildlife.

3
