would result in an early retirement rate of 10 percent of the normal
retirement rate. The City of Denver instituted an $80 rebate program
beginning January I, 1990.

Regulations can be an effective method of achieving a virtually 100 percent
installation rate for new construction and structure alterations requiring a
building permit. For existing, a regulation requiring all homes or buildings
sold to be retrofitted with ultra-low-flush toilets would result in 100
percent customer acceptance rate for all homes or buildings sold. Dozens of
agencies in California, Massachusetts, New York, Arizona, Texas, among
others, have such ordinances.

Customer dissatisfaction with some ultra-low-flush toilets may result in a
portion of those installed being removed. and replaced with low-flush
toilets. However, the six type 2 (air tank activated flushometer) ULV
models that have been installed for one year in the Arvada Center-,
Personnel, and Sales Tax facilities have worked without any difficulty or
user complaints.

. Secondary Benefits

The major secondary benefit of increased toilet efficiency is reduced
wastewater flows. Reduction in toilet water use equals reduction in
wastewa ter flow because all water used to flush a toilet enters the sewer
system. All of the reduction occurs in water volume, not in waste content.
Since 40 percent of Metro Denver Sewage Disposal District No. I charges to
Arvada are for flow, the reduced wastewater volume will result in savings to
Arvada. Because Arvada's sewer customers are charged on winter water
billings (domestic indoor water usage), there will be a direct reduction in
sewer bills at $1.26 per thousand gallons for customers using less water
during the winter months.

. Benefit/Cost Analyses

Based on the Ultra-Low Flush Toilet Savings shown in Table I and the
Customer Benefit/Cost Analysis in Table 2, and $80 rebate will provide
water at less cost than purchasing additional water rights at current market
prices, and pay back the customer's initial cost in 1.5 to 3 years. Installation
costs are not taken into account since it is assumed the customer is
I . - -- - - - - - - - -- - -- - - ---intending-to I eplace their-antiqoated-tuitet-irr any-evenr.---'fI1e" 1Jenefttsare--
. - savings directly related to water and sewage costs of $1.73 and $1.26 per
thousand gallons respectively.

. Conduct of Rebate Program

I. Arvada announces the voluntary UL V Rebate'Program through the use
of the Arvada Report, Arvada Sentinel, bill stuffers, press release,
etc.

2. Toilet installation must be within the City limits of Arvada. Both
water and/or sewer customers within the City would be eligible for
the rebate.

3. Arvada informs its customers that the City will not be held liable for
UL V toilet performance, installation, sewer line blockage, and other
problems that could potentially occur.

-3-
