'.

s City of

t8pring3~

February 1, 1992

Mr. Lane Wyatt
Northwest Colorado
P.O. Box 739
Frisco, CO 80443

Council of Governments

Dear Mr. wyatt:

The resort business over the last ten years has firmly established
itself as one of Colorado's strongest growth industries. Over the
same period a remarkable amount of work has been accomplished in
establishing water conservation as an important tool for urban
planners. Historically the focus of this effort has been on the
Front Range and the thirsty communities contained therein.

I believe the time is ripe to more closely examine water use in our
mountain resort communities and see if there are ways to encourage
more prudent water use. While generally these communities are more
water rich, they are also situated in a more pristine stream
environment worthy of protection and they also serve to benefit
economically by a reduced need to construct new treatment and water
supply facilities. As we are generally smaller communities our
water supply systems are burdened by smaller economies of scale and
it is an on going struggle to provide water service at reasonable
costs.

The challenge we face in promoting water conservation in resort
communities is to reduce water use while at the same time ensuring
the comfort of our visitors is not diminished. An important
component of our program will be to gage visitor response to our
conservation measures.

The City of Steamboat Springs supports NWCOG I S application for
grant funding from the Colorado Water Conservation Board water
conservation grant program and we look forward to being a site used
to assess the effectiveness of indoor plumbing retrofit.

Co dially,

(\')

c
"

c.c.
