cooler, and the mountain environment typically precludes the
need for a turf grass lawn.
In short, the situation is very unique. A planning
tool for water demand management which is tailored to the
headwater resort communities is needed.

IV. Procedure

A useful tool for the resort communities to utilize in
developing water conservation plans requires the detailed
monitoring of water consumption in a relatively controlled
situation. It also includes enhancing our understanding of
water use habits by nonresidents. Finally, it requires a
user-friendly mechanism to compare water management options.
This tool would incorporate service area specific
information such as rates, population, alternate supplies,
secondary costs, and financial data on specific measures.
To accomplish this NWCCOG proposes the following:

1. Coordinate with a local municipality to identify
J !. ~,J' :f< sites to install new water efficient devices and meters
v.i," ft,;f.f'" and control group units.
