and capital development savings on an entity by entity basis. The evaluation process will
include calibrating the model to the historic use of various water entities including CCV and
ACWWA and comparing the simulation to historical experience. The model will be
reviewed by a project quality control panel including experts in the fields of modelling,
engineering, and municipal finance. Ultimately the project will be evaluated based upon
the extent that water managers throughout the State rely on and find the model useful for
their planning purposes.

3. (books, individual contacts,

etc.)

3.1 GENESIS OF IDEA

The idea of this project resulted from observing how the CCV Board and several other
water supply Board's made decisions regarding water conservation. There is a clear need
for staff to be able to impart to their Boards the amount of water savings, cost of the
alternative, and what are the operational, and financial impacts of the water management
strategies being considered on the entity. CCV has obtained significant input to this
proposal from other managers and professionals in Xeriscape Colorado, Metropolitan Water
Conservation, Inc., and the California Water Education Foundation. Research into the area
including various research papers, newsletters, and books indicated only the results of a
specific application of a water management strategy. Consequently, responses to Board
questions were based upon the results in other locales with their results being often often
incorrectly transposed to the unique situation of another water entity.

This was specifically true to the raw water dual system mentioned earlier. It appears to us
that a dual system wou1d work forCCV and based upon data established in other

5
