<br />'{ <br /> <br />The District has used the special leak detection equipment and <br />expertise of other water systems, engineers and private services to <br />locate non-visible or unusual leaks. <br /> <br />Leak detection investigations and repairs have been reduced with <br />the elimination of all pumping within the distribution system. The <br />distribution system consists of approximately 55 miles of pipe most <br />of which is cast iron of various diameter between 4 inch and 20 <br />inch and four elevated storage tanks of a total volume of 4.5 <br />million gallons. <br /> <br />The District's water treatment plant was closed at the end of 1988 <br />and the District began to receive all of its potable water from <br />Denver. At that time PRV and altitude valves were installed to <br />regulate the distribution system as a gravity system. These valves <br />are inspected and maintained weekly to insure proper operation and <br />decrease the possibility of water loss from main breaks and leaks. <br /> <br />SECTION 2.60 PUBLIC INFORMATION <br /> <br />Crestview has provided customers of the District an annual report <br />for the past 25 years. The reports have received recognition for <br />outstanding achievement in public relations from the Special <br />District Association. The theme of the report varies from year to <br />year with water conservation a reoccurring feature in the report. <br />Since 1991 conservation information and the Denver metro area <br />summer watering calendar schedule of circles, diamonds and squares <br />have been included in the report. Additionally, Crestview has <br />provided District customers water conservation pamphlets, <br />brochures, calendars, etc., from the American Water Works <br />Association and Denver Water. <br /> <br />SECTION 2.70 WATER AND SEWER RATES <br /> <br />Crestview has retained Black and Veatch as a management consultant <br />annually since 1988 to design water and sewer rates, update and <br />advise the District on cash flow matters related to rate design. <br />A rate structure reflecting cost-of-service is being used by the <br />. - ilistri-cr- to-insure-that -ern -Disl:rj:cc-cuscome-rs-are -aCiequately-ana- <br />fairly paying for water and sewer services provided by the <br />District. Cost-of-service rates have been shown to promote water <br />conservation while providing the District with necessary cash flows <br />to operate and maintain the District facilities. <br /> <br />The Board of Directors evaluate rates and recommended changes in <br />charges on an annual basis. <br /> <br />The District has established sewer service rates based on winter <br />water usage for District customers which promotes water efficient <br />practices to lower sewer charges. <br /> <br />11 <br />
