RECEIVED
JAN 1 5 1997

. Page 2

(." "'0'

Distribution Svstem Leak Repair

The District conducts an annual water audit. Results of this audit
are used to identify unaccounted for water use from the District's
distribution system. Should unaccounted for water is found to be
excessive, the District shall begin a leak detection study. All
District customers are required to install water meters. All service
line and distribution pipelines installations are inspected by the
District. This inspection assures proper use of materials and
installation to assure a leak free system.

Water Rate Structure Desiqned to Encouraqe Water Use Efficiencv

The Districts' water rates are designed to encourage water use
efficiency. The District rates allow a minimum of gallonage of water
use; should this minimum be exceeded the customer is billed an
additional charge. Water rates are periodically reviewed to assure
their structure is consistent with the Districts conservation efforts.

Requlatorv Measures Desiqned to Encouraqe Water Use Efficiencv

The District's Rules and Regulations encourage the efficient use of
water. The District operations also support this measure through the
following: .
a. meter testing program to assure the correct accounting of
water,
b. customer leak detection assistance; should a customers billing
indicate excessive use the District will assist the customer
to determine the cause of this high use.
c. customers are reminded when excessive water use is observed by
the District, i.e., sprinkler systems wasting water, hoses
discharging water to the curb and gutter, or excessive water
use during a billing period,
e. The District has adopted the Uniform Plumbing Code which
requires the use of low water demand water closets,
showerheads, and faucets,
f. When necessary, during drought conditions, the District can
impose (by resolution) water use restrictions which prohibit
the wasting of water and mandatory every th1rd day watering
restrictions.

Adopted October 4. 1996
