<br />5.7 Water Rate Structures Designed to Encourage Water Use <br />Efficiency <br /> <br />5.7.1 Current FCLWD Measures <br /> <br />The existing Fort Collins - Loveland Water District water rate structure is a block rate <br />format with a with a surcharge for use above the allotted raw water amount. This <br />surcharge was originally intended to provide additional funds for raw water purchase, <br />but has also served as a water conservation incentive. The District completed a rate <br />study analysis in 1995 to review the existing rate structure to determine if the rates are <br />equitable for all classes of users and for the District. <br /> <br />5.7.2 Plans for Future FCLWD Measures <br /> <br />The Fort Collins - Loveland Water District does not plan to modify the existing rate <br />structure to specifically promote water conservation, but may consider different rate <br />structures in the future which may encourage water conservation by the District's <br />customers. <br /> <br />5.8 Regulatory Measures Designed to Encourage Water Use Efficiency <br /> <br />5.8.1 Current FCLWD Measures <br /> <br />The Fort Collins - Loveland Water District currently does not have regulations or <br />ordinances designed to encourage water use efficiency. <br /> <br />5.8.2 Plans for Future FCLWD Measures <br /> <br />The Fort Collins - Loveland Water District currently does not plan to implement <br />regulatory measures designed to encourage water use efficiency. <br /> <br />5.9 Incentives to tmplement Wam-rt.1s-e Effjciency~--- <br /> <br />5.9.1 Current FCLWD Measures <br /> <br />The Fort Collins - Loveland Water District currently has limited the use of incentives for <br />the use of water efficient techniques by requiring that all water be metered and paid for <br />by the user. The surcharge has been the only real water conservation incentive used <br />by the District. The FCLWD currently encourages large volume water users to <br />purchase their own water rights from NCWCD and assign those rights to their FCLWD <br />taps, which encourages water conservation by these large volume users. <br /> <br />-17 <br />
