<br />Section 4. <br /> <br />Conservation Measures <br /> <br />4.1 Water Conservation Act <br /> <br />Colorado House Bill 91-1154, "The Water Conservation Act of1991," requires all <br />water utilities that supply more than 2,000 acre feet of water per year to develop, <br />adopt and implement a water use efficiency plan. The Act requires each entity to <br />consider a minimum of nine specific water-saving measures. Those nine measures <br />and their applicability to ELCO are discussed in the following sections. The Act also <br />requires a 60 day public co=ent period and a statement of the entity's best <br />judgement of the role of water use efficiency plans in water supply planning. A copy <br />of House Bill 91-1154 is included in Appendix A <br /> <br />4.2 Water Efficient Fixtures and Appliances <br /> <br />4.2,1. Current Measures <br /> <br />'.",.', <br />The District does not impose plumbing fixture regulations that are more restrictive <br />than those established by the Energy Policy Act of 1992, Larimer County or the City <br />of Fort Collins. ' <br /> <br />'j:.' <br /> <br />Public Law 102-486, "Energy Policy Act of 1992," establishes the maximum water use <br />for plumbing fixtures manufactured after January 1, 1994. The Act established the <br />maximum flow rate for showerheads and faucets at 2.5 gallons per minute and 1.6 <br />gallons per flush for toilets. Water efficient fixtures and appliances are effectively <br />required for all new construction as a result of the Energy Policy Act. <br /> <br />4.2.2 Future Measures <br /> <br />ELCO Water District does not anticipate requiring replacement of plumbing fixtures <br />manufactured prior to January 1, 1994, nor does it plan to implement an incentive <br />program to encourage customers to replace old water fix!!!t:.~s and E-ppliap._c~~. _ M <br />- hOmes andoUslnessesareremodeled,water-effiCIent fixtures and appliances will <br />replace older models. <br /> <br />Consumers no longer'have a choice between low flow fixtures and ultra-low flow <br />fixtures. There are only ultra-low flow showerheads, faucets and toilets being <br />manufactured at this time. Incentive programs were intended to encourage customers <br />to choose the more efficient devices when remodeling their homes and businesses. <br />Without a choice between the flow rate of fixtures, incentive programs have become <br />less effective. <br /> <br />8 <br />
