<br />SUMMARY <br /> <br />.' <br /> <br />Monitoring water conservation effectiveness in a pilot demonstration project is not the same as a <br />project in a research setting. Unlike a research project, the pilot projects do not necessarily have <br />control groups or professional staff to monitor and evaluate the water conservation effectiveness. <br /> <br />The monitoring results are important but are not necessarily totally effective in justifying a project's <br />validity as a water conservation method, Some projects showed little, if any actual year-to-date <br />water savings, but have put in place a structure which may save thousands of gallons in the future. <br />Other projects have heightened community awareness and redirected community focus towards water <br />conservation, <br /> <br />In perspective of the State's role in the pilot demonstration program, this one time allocation of <br />money has been successful in fulfilling the intent of the program: there was a widespread increase of <br />knowledge about water conservation in "real life settings", and many benefits of water savings that <br />were documented. <br /> <br />The program provided a monetary incentive that would not otherwise have been available to <br />communities throughout Colorado.
