Regulatory measures, including standards for the use of water use efficiency fixtures <br />and landscapes, and ordinances, codes or other law designed to encourage water use <br />efficiency; <br /> <br />In addition to the City Building Codes and the Planning Department's Site Development <br />Regulations, Golden has an ordinance that includes water and waste water regulations. These <br />regulations specify the owners responsibility to provide maintenance and repair to their service <br />lines to prevent leaks and subsequent water waste. (See copy). Consideration will be given to <br />the idea of treating leaking irrigation systems in a similar way, if a significant problem is <br />demonstrated to exist. <br /> <br />IX. Incentives to implement water use efficiency techniques, including rebates to <br />customers or others to encourage the installation of water use efficiency measures. <br /> <br />By definition here, "incentives" means a monetary gain or a product. At this time, there are no <br />incentive programs in place that offer rebates or products as a means of encouraging customers to <br />install water use efficiency measures. <br /> <br />There is, however, a plan under consideration by Environmental Services to give City <br />recognition to businesses in the community that exhibit an environmental conscience in their <br />management policies. One of several ways to earn recognition as a "green business" would be to <br />use water conservative measures in their operations. This plan focuses on businesses only. <br /> <br />DROUGHT PLANNING <br /> <br />One important issue currently being addressed by the City of Golden is drought planning. Even <br />though Golden has extensive water rights to Clear Creek, there is no guarantee that it will remain <br />unaffected in a period of drought. At this point in time Golden's two reservoirs, the Upper and <br />Lower Urad, consist of 588 acre feet of water. Plans are in progress to construct Guanella <br />Reservoir, near Empire, to increase the existing water storage capacity by an additional 1500 <br />acre feet. This is projecLed Lo ,,,: completed by the ye<1J. 2005. No dty-wide protocol has bccn <br />established to respond to a situation that would require water rationing. This is a priority in the <br />continuation of the City's water conservation plan. <br /> <br />-7- <br />
