Dissemination of information regarding water use efficiency measures,
including through public information, water saving demonstrations, and customer
water use audits;

The City of Golden feels that the most effective means of increasing the awareness of and
influencing the habits of its water users is through education. The following information and
services are provided to the public by City staff:
1. A series of brochures, designed and written by the City
Xeriscape brochure (1996)
Water Conservation brochure (1996)
2. Seminars at the Community Center
Xeriscape (1993-)
Efficient Irrigation Options (1997)
The Water Ethic (1997)

Through Environmental Services and their Environmental Technological Preparation teacher,
students of Golden Senior High School have been prepared to go into the elementary schools of
Golden with a program they developed to teach students about various water issues, including
water conservation. These classes, at times, include water saving demonstrations and suggestions
on ways to modify behaviors to use water more efficiently. This program has been in effect
since 1995 and will continue as long as students express interest.

At present, due to limited staff and budget constraints, there is no organized effort to perform
customer water use audits.

VII. Water rate structures designed to encourage water use efficiency in a fIscally
responsible manner;

After a water rate study done in 1993 by Black & Veatch for the City, the water rate structure
was changed to a flat rate of $2.24 per 1000 gallons for business and residents. Water
conservation was one of many factors taken into consideration by the study. For further details, a
copy of this study is available upon request. At this point in time there is insufficient interest in
making additional change:; to the late :;l1uctUle UnIt might fUlthel euCoUlag~ wate, use effi<-iency;---- ---

Golden, as of 1995, is a fully metered City Studies show that the presence of a water meter on
the premises of a business or residence heips to increase the awareness of actual water usage and
can indirectly assist in modifying wasteful water use behaviors. (p. 23, "How to Develop and
Implement a Water Conservation Plan:A Colorado Companion Guide To Before The Well Runs
Dry, VoLl, 1991, MWCI, Monograph series - No.5). At the customer's request, a representative
of the Utilities Division will demonstrate how to read a meter.

-6-
