Vail Valley Consolidated Water District
Water Conservation Master Plan

April 15, 1996
Page 5

c) Through the public education activities described in this plan, the District will
encourage the utilization of water efficient appliances and fixtures meeting the
water use standards listed in paragraph a) above in all new development and
remodeling.

d) The District will develop and implement a program to encourage the installation
of retrofit devices in public facilities including ultra low-volume toilets, flow
reduction devices, and self-canceling faucets (timed, infrared, or motion
controlled).

e) All new facilities owned by the District will utilize fixtures meeting the water use
standards listed in number 2 above and retrofit devices will be installed in all
existing District facilities by the end of 1999.

B. Low water-use landscapes and efficient irrigation

1. Purpose

Irrigation accounts for a significant portion of the total current and projected water
needs in the Upper Eagle Valley. The need for irrigation water occurs during the
months of May through October with peak demands in June and July. Because
iITigation isa significant component of the total water usage, increases in efficiency
could be beneficial to instream flows during the late summer and early fall, and
reductions in irrigation return flows could have a positive impact on water quality.

2. Program

a) A brochure listing low water demand trees and shrubs that are suitable for and/or
indigenous to the areas served by the District and the Upper Eagle Regional Water
Authority. This brochure was made available to customers upon request starting
---- -- --in tile sprmg of 1995. -Future plans for distribUtion of this brochure will focus.on ..
residents of the District service area, Eagle County nurseries, landscaping firms,
and builders.

b) Water efficient landscape demonstration sites have been established at the office
of the Upper Eagle Valley Consolidated Sanitation District and at Stephens Park
in Vail. Additional demonstration sites are planned at the Water Authority
Treatment Plant in Avon, the Avon Wastewater Treatment Plant, and the Squaw
Creek Wastewater Treatment Plant. Personnel are made available to answer
questions from the public.

c) In 1995 the District began sponsoring public seminars on water efficient
landscaping. This program will be continued on a year to year basis depending
upon public response.
