<br />CIRCE operator's Manual <br />March 1994 <br />7 <br /> <br />Financial Module (FINMOD) <br /> <br />FINMOD calculates system income and expenses. Income is derived <br />primarily from water sales, but may also include borrowing, <br />property taxes, general fund appropriations, or interest. Expenses <br />include water costs, operation and maintenance, capital spending, <br />and debt retirement. Water rates necessary to meet the financial <br />requirements are calculated along with capital expenditures and <br />fund balances. Together, CAPMOD and FINMOD provide the user with <br />immediate recognition of the projected monetary consequence of <br />selecting a given option. This provides a key - and often missing <br />- comparison point among various options. <br /> <br />HelD System <br /> <br />Each module in CIRCE is equipped with a context sensitive HELP <br />system, or "hot button", Fl, allowing the user to immediately <br />enter the Help system. The Help system is designed to provide <br />the following assistance: <br />-help the user understand how to obtain the input information <br />-what is meant by the information <br />-how to calculate the number needed from information available <br />-if little or no information is available provide a "default" <br />number based upon the experience of others <br />-provide assistance to the user by identifying various methods <br />and people to contact to estimate the input numbers <br /> <br />section IV. Data Needed bv Model <br /> <br />As with all models, the value of the output is directly related <br />to the accuracy of the input. with integrated water supply <br />planning, the more reliable the data and information you have <br />about your system, the better CIRCE will estimate the impacts of <br />various scenarios. <br /> <br />The information sheet, Attachment "A", has been developed to <br />assist the user in collecting and organizing the data needed for <br />input into CIRCE. The necessary information is listed in the <br />order it appears in the Model. It is recommended that you collect <br />or estimate this information prior to operating the Model. More <br />accurate information, however, may be easily added as it becomes <br />available. <br /> <br />Gettinq started <br /> <br />Place the floppy disk in your computer's drive "A", enter the "A" <br />drive by typing "A: II , then type the word "Install", and the drive <br />you want to have the program installed, (e. g. , "install C: \" ) . <br />
