As a result of <br />these efforts Aurora's water conservation programs are recognized for their leadership in the conservation <br />arena. <br /> <br />CONSERVATION THROUGH EDUCATION AND REGULATION <br /> <br />In keeping with the directive of promoting personal responsibility for water use, programs emphasl:lng <br />education over strictly regulatory methods are strongly supponed by the Utilities Department. this <br />approach allows citl:ens choice over where they want to save water (Indoor, outdoor or both) and the <br />method(s) of saving. IndMduals are generally more willing to comply with regulations If the need and <br />personal benefits of the regulations are explained. Therefore, regulations are adopted In coordination with an <br />extensive educational program and only if conservation goals cannot be achieved through voluntary means. <br />Additionally, all conservation programs are based on degree of pUblic acceptance and cost/benefit analysis. <br /> <br />A SYNOPSIS OF CONSERVATION PROGRAMS IN AURORA <br /> <br />Mltlrlng, r.p Sizing, .nd Conslrvltlon Pricing <br />Aurora has a history of encouraging conservation through economic means such as the manner In which the <br />City figures Its tap si:es. Tap sl:e is based on the number of water-using appliances. The size of the tap can <br />be reduced through Installation of water efficient plumbing devices, potentially saving the developer a <br />substantial sum of money (Appendix B). <br /> <br />Aurora's uniform price structUre encourages conservation. Customers pay a fee on a per unit delivered <br />basis. This structure provides an economic Incentive to conserve. Additionally, Irrigation accounts are billed <br />at a higher rate than non-Irrigation accounts, encouraging outdoor water conservation. Aurora Is also 100% <br />metered. <br /> <br />W.ter reusI .nd ./ternltlvI opln spIel Irrlg.tlon <br />Aurora was one of the first communities In the Metro area to Implement a water reuse system for non- <br />potable Irrigation purposes. The Sand Creek Wastewater Reclamation Facility was constructed in 1970. The <br />system is currently used to irrigate Aurora Hills Golf Course and three parks. The reuse system was designed <br />to provide additional Irrigation water to nearly double the current capacity to meet future demands. <br /> <br />Other non-potable alternative sources for irrigation In Aurora Include use of storm runoff to Irrigate Expo <br />Park, Utah Park and the Hutchinson Greenbelt. The Centre Hills Golf Course is Irrigated with a combination <br />of Highline Canal water and storm runoff water. Well water ls used to Irrigate Meadow Hills Golf ~rse an!i <br />Spring Hill Golf Course. <br /> <br />lllk dltletlon <br />Leak detection efforts were implemented in 1987. The entire City system has been surveyed and problem <br />areas pinpointed. Water dlstrfbution lines are periodically rechecked and all leaks are promptly repaired. <br />..:: <br /> <br />Computlrizld Clntre//rrigltlon- Perks/rrig.tlon <br />Irrigation of City Parks and greenbelts are centrally controlled by a sophisticated computer system. this <br />system monitors weather conditions and calculates the estimated evapotranspiration (ET) rate. ET Is a <br />measurement of the amount of water needed to replace what was lost through evaporation and used by the <br />turf to grow. The amount of irrigation water applied is therefore strictly controlled minimizing water loss <br />through deep perCOlation while maintaining the aesthetic value of Aurora's Parks and greenbelts. <br /> <br />Public Idueltion <br />Educational programs Include both adult and K-12 students.
