<br />TOWN OF CASTLE ROCK <br />"Teach By Example" Program Summary <br />Page 12 <br /> <br />available, staff time requirements to administer the program, public interest and budgetary <br />constraints. Review of the program's benefits should occur on a yearly basis, to justify <br />continuance. <br /> <br />FINAL COMMENTS <br /> <br />The "Teach By Example" Program offered the Town of Castle Rock the opportunity <br />to evaluate the interest of our customers in water conservation, by potential participation in <br />the program, and by the willingness of participants to make the project happen. The <br />response to the initial application was low, however public interest in the Water Newsletter <br />was high. The newsletter is an item the Utility Department wishes to continue on some <br />level, either quarterly or twice per year. It kept the Town in touch with its customers on <br />a water oriented basis. Response to the upcoming Incentive Credit Program will determine <br />whether this is a viable avenue for water conservation promotion. <br /> <br />The program allowed the Town of Castle Rock to test its commitment to water <br />conservation as a whole, including the impact on a customer basis and the potential impact <br />on water management for the Town as a water supplier. <br /> <br />The Town has long endorsed the idea of water conservation. It has addressed it in <br />the water resource management plan, public irrigation and water restriction ordinances and <br />building codes. The grant program has allowed the Town to go an extra step and identify <br />potential consequences of prevalent conservation use. One thing that was learned was that <br />there is still more to learn. The homes that underwent retrofit will be revealing the effects <br />for several years. For the Town to fully make use of the opportunity provided by the state <br />grant, the consumption at these homes should be monitored on a cursory level on an <br />ongoing basis. This could perhaps be part of continuing efforts, such as the Incentive Credit <br />Plan. This could be considered a primary issue in future approaches, and the sanctioning <br />of some type of rebate plan on a continuing basis. The Town can choose to make the ideas <br />of the conscience an active, evolving reality by promoting conservation efforts as a whole. <br /> <br />f <br />\.,-.- <br /> <br />F:\..\WatConlFinRptbls <br />
