All of <br />the Roaring Fork Forum members will work in coordination with <br />the RFEC to implement a project that will benefit the <br />residents of each area. Selection of project participants, <br />water saving devices and defining monitioring procedures by <br />one centralized administering office will save money and help <br />standardize the project components. <br /> <br />Another innovative feature concerns the financial match <br />provided by each household participating in the project. We <br />will ask each household to pay $125 for the ultra low flush <br />toilet, showerhead, and faucet aerators. This private sector <br />funding source will pay for 54% of the total project cost and <br />will help greatly expand the potential size of our project. <br />Local governments participating in the effort will not be <br />required to contribute cash but instead only in-kind <br />services. This is very important and necessary as we enter <br />a new era of governmental financing in Colorado. <br /> <br />" <br /> <br />Requiring a match from the participants will also give them a <br />feeling of ownership in the project. We requi~ed this match <br />with the 1992 project for Carbondale/Glenwood Springs project <br />without complaint. Each participant realized that' they were <br />getting a substantial savings compared to what they would <br />have to pay on the retail market. In addition, they got free <br />installation, confidence that the water saving devices are of <br />high quality and a local plate to call if they have any <br />proble~. . <br />
