]

EVERGREEN METROPOLITAN DISTRICT
2003 NEWSLETTER

The Board of Directors and Staff of the Evergreen Metropolitan District wish to send
you, the District's customers, a sincere letter of gratitude and thanks for a job well done
in conserving water this past summer.

The severe drought that hit Evergreen and the Bear Creek area was far greater than a
100-year drought. It could probably be classified closer to, a SOO-year drought. First
Cub Creek, and then Bear Creek, went completely dry for weeks on end before a slight
break occurred. when it rained briefly, The extreme nature of the drought was
something the District had not envisioned, However, the District had formed a Drought
Committee, and had already developed a drought response plan. .

When faced with these dire circumstances, the Evergreen Community responded quite
remarkably. Evergreen is already a very conservation minded community. However,
the conservation response, when requested by the District, was nothing short of
phenomenal.

When requested to water every third day, the community reduced its water consumption
by forty percent. Then, when it was necessary to call the total outdoor watering ban,
water consumption was reduced by sixty percent This Community response exceeded
the expectations of the District.

Weather forecasts and long range water predictions for 2003 are not reliable at this
time, The best indicator of where our water situation will be for the summer is
dependent on the snow pack levels reported in early April 2003. Perhaps EI Nino will
reoccur and supply the mountains with adequate snowfall to produce an average spring
and summer runoff event.

Evergreen relies on Evergreen Lake to supply water in an emergency, The Lake is
currently full and the District believes it will be in good shape in 2003 if there is average
to slightly below average snowpack, Should the winter be as dry as last winter, the
drought will show up earlier due to lack of moisture in the ground, The District's website
will list snowpack and water forecast information starting with March 2003 projections
from the U,S, Department of Agriculture,

Again, we wish to thank you for your exemplary water conservation measures this past
summer, Please continue the wise use of this very valuable resource, Visit our website
at www.evergreenmetrodistrict.com for up-to-date information regarding future drought
conditions and water conservation,

The District is pleased to announce that beginning April 1 , 2003, you will have the ability
to pay your bill directly from your bank account. The District will be able to automatically
withdraw payments, with your prior written permission, from your individual bank
account. To make this election, you will need to fill out, tear off, fold and return the
attached form to the District's administrative office located at 30920 Stagecoach Blvd"
p, 0, Box 3819, Evergreen, CO 80437-3819, You will continue to rec\3ive your monthly
bill. Your bill will show the amount to be withdrawn from your account, however the bill
will indicate "DO NOT PAY" because the payment will be automatically deducted
(debited) from your checking or savings account.
