Water rate penalties will go into effect for irrigation tap users that ignore the cutback request. <br />. Penalties will be waived for first time offenders; however 2nd offenses and on will be subject <br />to $50,00 per offense fines. <br />. Irrigation taps will be limited to water use of 14,000 gallons per month per equivalent tap, <br />and all water used at and above that amount will be billed with a drought penalty rate, <br />. All water haulers using the pay station will be limited to hauling for indoor use only, No <br />hauling for irrigation purposes will be allowed, <br />. Hauling violations will result in loss of hauling privileges, <br />. The 7 day running average at the Evergreen gauge will be used by the Water Conservation <br />Committee to change drought level responses at their discretion, and public announcements <br />will be made whenever the drought response changes are made, <br /> <br />Severe Drought Response Level #3 <br /> <br />. Severe drought conditions will be determined by a 7 day running average reading of 6,0 cfs <br />at the Evergreen Lake gauge, <br />. The response to this further reduction in stream flow will be to further restrict usage of both <br />regular District customers and irrigation taps, <br />. All outside watering with District water sources will be on a mandatory every third day <br />watering schedule, <br />. Outside watering will be restricted to before 9:00 AM and after 6:00PM to promote more <br />effect use of watering, <br />. Fines will be imposed on customers violating the every third day watering schedule, and for <br />time of day watering violations, <br />. Fines will be a warning for 1" offense, $50,00 for 2nd offense, and $100,00 per offense for all <br />subsequent offenses, <br />. Each residential tap equivalent will be restricted to no more than 14,000 gallons per month, <br />. All irrigated public parks, ball fields, and irrigation taps will be required to reduce their water <br />irrigation use by 60 % metered water consumption, and that should amount to only the <br />minimum amount of water needed to keep their turf alive, and under no circumstance should <br />that amount exceed 14,000 gallons per month per equivalent irrigation tap, <br />. All irrigation of golf courses will be required to reduce water irrigation by 60 % verified by <br />metered water consumption, <br />. All water billing rates will have a penalty rate attached to all usage above 14,000 gallons per <br />month for residential, commercial, and irrigation tap equivalents, <br />. District will upgrade the drought response to a Levell or 2 drought condition if stream flow <br />increases based on the corresponding 7 day running averages, <br />. All notices and penalties will be listed on the District's web site, and in local newspaper <br />publications, <br /> <br />Maximum Drought Response Level #4 <br /> <br />. This drought situation would be determined by a Bear Creek gauge reading of 4.0 cfs @ the <br />Evergreen Lake gauge based on a 7 day running average, <br />. The response to this worsening drought condition will be to declare a state of water <br />emergency, <br />.
