Raw Water Supply System Study

In 1986, the City began a Raw Water Supply System Study to assess future water supply
needs and develop a plan to meet them. For this study, nine future water demand and supply
scenarios were considered, as well as existing conditions. In 1988, City Council approved the
following major recommendations from the study to meet the water needs of the City's resi-
dents during a 100-year drought:

. Enlarge Green Ridge Glade Reservoir from 600 acre-feet to at least 3,000 acre-feet.

. Purchase an additional I ,245 units of Colorado-Big Thompson Project water, The
City purchased 1,150 units in 1991.

. Expand current water conservation measures.

. Capture additional direct flow water under a new right.

Raw Water Storage

Raw water is stored in Green Ridge Glade Reservoir, located on City property just north
of the water treatment plant. Green Ridge Glade, a 600 acre-foot reservoir, was constructed
by the City in 1979 . Water enters the reservoir from the Charles Hansen Feeder Canal, a part
of the C-BT Project. The City also has a temporary contract with the Bureau of Reclamation
to convey City-owned native water through the Charles Hansen Feeder Canal into Green
Ridge Glade. This small reservoir helps ensure an adequate, safe water supply during emer-
gencies.

Loveland is privileged to have excellent quality raw water. But on two occasions Love-
land's raw water became contaminated, during the Big Thompson Flood in 1976 and the
Lawn Lake Flood in 1982. At the time of the Lawn Lake Flood, Green Ridge Glade Reser-
voir provided an uncontaminated supply of water to the treatment plant.

With a capacity of 600 acre-feet, Green Ridge Glade can supply water for only several
days during a drought or emergency at current peak use rates. The 1988 Raw Water Supply
System Study recommended expanding the reservoir to at least 3,000 acre-feet to accommo-
date a 30-45 day supply, City Council adopted that recommendation as City policy, and rates
have been adjusted to reach that goal. Environmental assessment work was done in 1995 and
preliminary engineering work is scheduled to begin in 1996.

Water Conservation Plan

25

May 1996
