Irrigation Ditch Shares

Since the 1960s, new annexations have been required to furnish raw water to the
City. This requirement can be met by transferring ditch shares to the City or by pay-
ing cash. Much of the ditch water has been transferred in the state Water Court so the
City can legally divert it for municipal purposes,

As of 1985, the City owns water in Barnes, Big Thompson Ditch and Manufactur-
ing, Buckingham, Chubbuck, Louden, Rist & Goss, and South Side irrigation ditches,
Some water rights cannot be delivered to the City treatment plant, but are used for
raw water irrigation in parks and open spaces. The City owns more water from irriga-
tion ditch companies than it currently uses and leases water back to area farmers annu-
ally, Ditch water is usually available from mid-May until the end of September.

Windy Gap Project

In 1985, a new transmountain diversion project called the Windy Gap Project be-
gan plUUping water from the Fraser River into the C-BT system at Lake Granby. A
one-twelfth owner, Loveland has Windy Gap water available to meet future demands.

=

Water Conservation Plan

19

May 1996
