Customers with a water tap smaller <br />than two inches pay the Water System Impact Fee, a one-time charge, Commercial <br />and industrial customers with taps two inches or larger pay the Water Capital Recov- <br />ery Surcharge, an ongoing surcharge based on water use. Revenue from both goes <br />into the Water Facilities Expansion Account. Customers outside the city limits pay <br />1.5 times the inside city rate. <br /> <br />Raw Water Development Fee and Raw Water Capital Recovery Surcharge <br /> <br />New customers connecting to the water system pay either the Raw Water Devel- <br />opment Fee or the Raw Water Capital Recovery Surcharge to pay for their impact on <br />the City's raw water supply. Customers with a water tap smaller than two inches pay <br />the Raw Water Development Fee, a one-time charge.
