5 YEAR CONSERVATION PLAN

1) History of the usage for the Town: Attached please
find a 3 year comparison of the usage as well as the 1st 6
months of 1995. As you can see this shows a reduction in
usage already from the meter project. The Town has taken
many other steps to insure the Town of an adequate supply of
water, the Town purchased a farm in 1988 for an additional
supply of water, we made a conversion from agriculture to
municipal use and are ready to bring this source into our
system when needed. In 1992 the Town completed a water
system improvement project which consisted of a new storage
facility, line improvements and overall improvements to the
entire system. These steps have been taken to prepare for
the future water use of the Town by insuring an adequate
supply and the infrastructure to serve the citizens of
Wiggins.

In this I will address 5 main items of the

2) What we are already doing:
A: The Town of Wiggins has already taken a large step
on our plan with the installation of meters to all
residential users and as you can see it has made a positive
impact on the usage already.
B: We have a watering ordinance in effect that allows
every other day outside watering the year around. There are
hour restrictions, night watering for underground sprinkling
systems and no watering with an open hose at any time. The
Town gives a copy of the ordinance to all newcomers to the
Town when they order utility connections. Attached is a
copy of the watering ordinance for your convenience.
C: We are also doing more xeriscape landscaping at
our park and recommending to the citizens the use of more
xeriscape additions to their yards a conservation measure.
Encouraging the citizens to use the proper sprinkler for the
right job and the use of low water consumptive grasses for
their yards.
D: The Town is in the process of redoing our zoning
ordinance, this will include sections on subdivisions,
annexations, building codes and other related rules. One
item that has been discussed and will be included is a
requirement for the use of low volume and low use plumbing
fixtures in all building and remodeling.
E: The Town has summer recreation program. We are
going to promote conservation with different programs and
activities through this rec. program to make the citizens
more aware of the need for conservation. We will target the
younger people in Town and have handouts and guest speakers
that will show the different ways a person can conserve.
