Introduction

The City of Fountain supplies over 2,000 acre-feet of water per year to both
residential and commercial entities. An acre-foot of storage is equal to one foot of
water over one acre of surface area. Approximately one acre-foot of water will
meet the needs of two single-family residences for one year. Fountain serves
approximately 3,900 customers at this time, and this number is expected to grow
in the future, Fountain obtains its water supply from the Frying Pan-Arkansas
Project and from four wells located in the alluvial aquifer of Jimmy Camp Creek and
Fountain Creek. The Fry-Ark Project water is pumped from Pueblo Reservoir under
the auspices of the Fountain Valley Authority. Fountain has contracted for delivery
of up to 2,000 acre-feet per year of Fry-Ark Project water, minus evaporation and
delivery losses of approximately five percent. This water is used directly in
Fountain's water system for municipal purposes as a base-load supply. Water is
delivered throughout the year, but at a somewhat higher delivery rate during
summer than in winter. In 2000, Fry-Ark Project water delivered at a peak daily
rate of approximately 2.5 million gallons per day. The four wells have a total
combined capacity of about 3.8 million gallons per day. A map of the Fountain
Water Utility Service Area is located at the end of the report.

Fountain maintains several water storage facilities. Keeton Reservoir
historically provided the City with 35 acre-feet of storage, but storage is presently
limited to three to five acre-feet because of dam safety considerations. The City
has 7,800 acre-feet of storage available in Pueblo Reservoir pursuant to Fountain's
Allocation in the Fountain Valley Authority. Water system storage tanks total 26.1
acre-feet (8.5 million gallons). Through the City's ownership of Fountain Mutual
Ditch shares, it has approximately 300 acre-feet of storage available at Big Johnson
Reservoir.

Wastewater from Fountain's municipal water system is collected and treated
by the Fountain Sanitation District. Treated wastewater is subsequently released
into Fountain Creek. A new wastewater treatment facility with a capacity of 1.5
million gallons per day (2.56 MGD peak) was placed in operation as of August
