<br />EXECUTIVE SUMMARY <br /> <br />The City of Fountain has always endeavored to be an efficient water using <br />community. By implementing a water conservation plan the City is demonstrating <br />its dedication to providing the present and future citizens of Fountain a reliable <br />water source for many years to come. <br /> <br />The City of Fountain's water supply is made up of four groundwater wells <br />and water purchased from the Frying Pan-Arkansas Project. The total yearly supply <br />includes a base-load supply of 650 million gallons of Frying Pan-Arkansas Project <br />water, supplemented by the wells, which have a maximum output of 3.8 million <br />gallons per day. The City has access to 2.7 billion gallons of storage capacity in <br />Pueblo Reservoir, Big Johnson Reservoir, Keeton Reservoir, and storage tanks. In <br />1998, the Fountain Sanitation District completed construction of a wastewater <br />treatment plant with a capacity of 1.5 million gallons per day, which has reduced <br />significantly the amount of evaporative losses in the treatment process <br /> <br />The City of Fountain has adopted a water efficiency plan in accordance with <br />HB91-1154. This plan includes the use of water-efficient fixtures and appliances, <br />installation of low water use landscapes and efficient irrigation, and development of <br />water-efficient industrial and commercial processes. Pursuant to the plan the City <br />of Fountain is investigating water reuse systems, both potable and non-potable. <br />The City is already using an established Distribution System leak repair protocol, <br />and disseminating information regarding water use efficiency measures. Fountain is <br />also investigating the use of water rate structures instead of flat rates, examining <br />all applicable regulatory measures and implementing them as necessary, and <br />providing incentives to implement water use efficiency techniques. <br /> <br />By implementing water conservation techniques, the City of Fountain will be <br />able to maximize the use of its limited water supply to its maximum potential while <br />providing its citizens a clean and reliable supply of drinking water. <br />
