Page 3

3. Device Installation - The dual flush device should be easy to
install but will require more time and care to install than other
toilet devices, The showerhead and aerator will be easier for most
homeowners to install,

Methodology - All devices will be delivered to participating homes
along with installation instructions, steps to determine flow rates
of existing fixtures will also be included with a request for
information to be returned. Homeowners will then be asked to
install devices, Information on hotlines will be available to
answer any questions if problems arise, Homeowners will also be
informed that Grand Junction utility staff will be making follow-up
visits to see that devices are properly installed.

The follow-up visits will serve as quality control over the
installation as well as providing a service to install devices if
homeowners aren't able to. An important training session will be
scheduled for Grand Junction staff which will include an overview
of the pilot project and instruction on device installation.

This method of device installation will provide information
regarding any difficulties with the devices and the follow-up
visits will ensure that they are working and installed properly.
During each follow-up visit, utility staff will fill out a brief
questionnaire as to any difficulties encountered by the homeowner
or other observations, (Questionnaire provided by DNRi installation
instruction provided by manufacturer or DNR)

4. Timing of Installation - March 1991 is the month targeted for
devices to be received and installed. This time frame will be
dependent on responses for participation from residents, A detailed
schedule of full program implementation is being developed.

5. Participant Surveys - Throughout the duration of the pilot
project, periodic contact with participants will occur. At a
minimum, the following three mailings should be planned. All
material will be prepared by DNR and mailing arrangements made with
Grand Junction,

1st - Following initial responses for participation,
confirmation will be sent to all households explaining what to
expect and time frame for delivery of devices,

2nd - Once households are chosen, they agree to participation
and devices are installed, a letter of thanks with a number to call
for any future questions should be sent.

'''''' :''-
