<br />. , <br /> <br />Eagle River Water & Sanitation District <br />Water Conservation Master Plan <br /> <br />July 1, 1996 <br />Page 5 <br /> <br />c) Through the public education activities described in this plan, the District will <br />encourage the utilization of water efficient appliances and fixtures meeting the <br />water use standards listed in paragraph a) above in all new development and <br />remodeling. <br /> <br />d) The District will develop and implement a program to encourage the installation <br />of retrofit devices in public facilities including ultra low-volume toilets, flow <br />reduction devices, and self-canceling faucets (timed, infrared, or motion <br />controlled). <br /> <br />e) All new facilities owned by the District will utilize fixtures meeting the water use <br />standards listed in number 2 above and retrofit devices will be installed in all <br />existing District facilities by the end of 1999. <br /> <br />B. Low water-use landscapes and efficient irrigation <br /> <br />1. Purpose <br /> <br />Irrigation accounts for a significant portion of the total current and projected water <br />needs in the Upper Eagle Valley. The need for irrigation water occurs during the <br />months of May through October with peak demands in June and July. Because <br />irrigation is a significant component of the total water usage, increases in efficiency <br />could be beneficial to instream flows during the late summer and early fall, and <br />reductions in irrigation return flows could have a positive impact on water quality. <br /> <br />2. Program <br /> <br />a) A brochure listing low water demand trees and shrubs that are suitable for and/or <br />indigenous to the areas served by the District and the Upper Eagle Regional Water <br />Authority. This brochure was made available to customers upon request starting <br />in the spring of 1995. Future plans for distribution of this brochure will focus on <br />residents of the District service area, Eagle County nurseries, landscaping firms, <br />and builders. <br /> <br />b) Water efficient landscape demonstration sites have been established at the office <br />of the Upper Eagle Valley Consolidated Sanitation District and at Stephens Park <br />in Vail. Additional demonstration sites are planned at the Water Authority <br />Treatment Plant in Avon, the Avon Wastewater Treatment Plant, and the Squaw <br />Creek Wastewater Treatment Plant. Personnel are made available to answer <br />questions from the public. <br /> <br />c) In 1995 the District began sponsoring public seminars on water efficient <br />landscaping. This program will be continued on a year to year basis depending <br />upon public response. <br />
