This stage would be <br />implemented only as a result of very severe and persistent drought <br />conditions. <br /> <br />d) The Board of Directors of the District may impose a total ban on outside water use <br />in the event of an extreme water system emergency. <br /> <br />I. Incentives to implement water use efficiency techniques <br />including rebates to customers or others to encourage the <br />installation of water use efficiency measures <br /> <br />1. Purpose <br /> <br />In addition to the incentives to conserve water provided by saving through lower <br />utility bills, other forms of inducement for conservation on the part of customers <br />should be explored. <br /> <br />Program <br /> <br />a) During the first year following adoption of this plan, the District will conduct <br />studies to investigate the feasibility and cost effectiveness of financial <br />incentives for the installation of retrofit devices in the residential and <br />commercial water use sectors. <br /> <br />b) During the second year following adoption of this plan, the District will conduct <br />studies to investigate possible incentives to encourage the use of low water.use <br />landscaping in residential and commercial development and possible incentives <br />for conversion to low water-use landscaping in existing developments. <br />
