<br />INTRODUCTION <br /> <br />Thornton has had water conservation measures in place for many years, which have <br />contributed to Thornton's low per capita water use rates. In 1997, the City commissioned <br />HDR Engineering, Inc., and Aquacraft Engineering to identify additional conservation <br />practices that may be considered for future implementation to further reduce water use in <br />the service area. A description of the recommendations made by HDR can be found at <br />the end of this plan. <br /> <br />The remainder of this document comprises the City of Thornton's Water Conservation <br />Plan, which will be submitted to the Colorado Water Conservation Board to fulfill the <br />requirements ofC.RS. 37-60-126. <br /> <br />Goal Statement <br /> <br />The role of water use efficiency measures in Thornton's water supply plarming process is <br />to offset the development of additional water supplies and to defer the annual costs of <br />capital expenditures for water and wastewater treatment plant expansions. The City of <br />Thornton is committed to providing water as efficiently as possible. Thornton's goal <br />statement for water conservation is summed up below. <br /> <br />The City ofThomton seeks the most efficient use of available water resources and to <br />minimize the amount of additional raw water needed to serve existing and jidure <br />customers, while maintaining a high quality urban environment and providing superior <br />service to those customers. <br /> <br />2 <br />
