<br />Introduction <br /> <br />A water conservation plan is a document consisting of an organized approach that a <br />water-supplying agency such as a municipality implements to conserve water. Conserving <br />water is usually necessary when the supply of water is limited during periods of drought or <br />when the capacity of the water delivery or treatment facilities are unable to meet the <br />utilities demands, Additionally, conserving water can be cost effective for both the <br />municipality and individual customers served by the municipality. Since economic factors <br />greatly influence a water conservation plan, many plans have been modeled after a <br />business plan for a new venture. <br /> <br />Water conservation is considered to be a vital part of water resources planning. Studies <br />have shown that conservation can supplement, but not replace the development of water <br />supplies. Conservation measures can only postpone the need to build new storage or <br />treatment facilities that are required with an increase in population. Therefore, utilities <br />should plan for both the efficient use of current supplies and the construction of new <br />facilities (MWCI 1991). <br /> <br />Goal <br /> <br />The intent of the water conservation plan developed in this report is to satisfY the <br />requirements of HB91-1154 which are summarized later in this section. Several <br />publications are readily available to assist in preparing a conservation plan. Some cities in <br />Colorado such as Arvada and Aurora have already completed conservation plans which <br />can also be used for assistance. Additionally, in some circumstances, legislation passed by <br />the State of Colorado dictates how the plan is prepared and implemented. <br /> <br />In 1991, the Colorado House of Representatives passed HB91-1154 which is known as <br />the Water Conservation Act of 1991. This bill authorized the establishment of the State <br />, . Provisions of Section 37-60-126 which apply to Fort Morgan <br />are summarized below: <br /> <br />1. A municipality which has a total demand of 2,000 acre-feet or greater per year is <br />required to complete and adopt a water conservation plan before June 1996 to be <br />eligible for financial assistance in the construction of water or wastewater facilities <br />from either the Colorado Water Conservation Board (CWCB) or the Colorado <br />Water Resources and Power Development Authority. <br /> <br />2.
