The
ordinance relates to wasting water and is as follows:

It shall be unlawful for any person to commit or permit waste, leakage, or unnecessary profusion
in the use of water, and whosoever shall be convicted thereof shall be subject to the penalties
prescribed in Section 26-24. In addition, the Superintendent of Public Works or his or her
designee shall, in accordance with Section 26-12, have the authority to discontinue service in the
event of a violation hereof (Ordinance 613, Section 3)

Section 26-24 of the City Code states that when the ordinance described above is violated, a fme
of not more than three hundred dollars ($300.00) may be levied.

The City has considered other ordinances that mandate water conservation measures. However,
at the present time, the consensus among City officials is that water conservation ordinances are
not desirable at this time. Instead, it is the City's plan to promote voluntary conservation
measures and to review the effectiveness of those measures.

Public Education Program

There are numerous public informational items available to assist residents in conserving water.
The plan for the public education program is to assemble as much water conservation literature
as possible such as brochures and pamphlets during the remainder of 1996. After all of the
information is assembled, the most effective literature will be selected by City staff for
distribution to the public" The City plans to budget $5,000 in 1997 for the public education
program to cover the costs of mailing the literature packets to all residents and to place various
ads in the local newspaper promoting water conservation.
- - - - - - - - - - - - - - - - - - - -

Assistance to Large Water Users

At the end of 1996, the City staffwill compile a list of the 30 to 40 largest commercial and
industrial water users.
