. Environment. Conserving water can help protect the environment as less water
would be pumped from the South Platte alluvial aquifer and the size of new
facilities may be reduced.

. Individual water users. Benefits to individual water users would be realized in
savings in their water bill as well as energy savings as a result of using less hot
water.

Existing Conservation Measures

A full-scale water conservation program is not currently in place in Fort Morgan.
However, some conservation measures have been implemented by the City and are
sununarized below.

. The City has encouraged efficient water use primarily by metering all conunercial
water customers, The City continues to install meters for all residential water
customers and should complete the metering program within the next four to five
years.

. The City has made water conservation literature available to citizens on topics
such as irrigation efficiency and conserving water indoors.

Possible Conservation Measures

This section details an analysis of possible water conservation measures that the City could
implement in the future, The goal of the City's conservation plan is to develop a
comprehensive program of conserving water that is both cost effective and maintains the
current quality of life in Fort Morgan. The proposed program should also be capable of
obtaining the support of the City's residents in order to be successful. Specific goals of
the program are to develop and implement a water conservation program which:

* Reduces the operating costs ofthe water department
~ - ~" ~educ~s peak day water -demands - ~ - - ~ ~
* Reduces the costs and environmental impacts of new water supply facilities
* Is supported by residents of the City
* Allows the scenic beauty of the City to be maintained

The following is a brief sununary of conservation measures that must be considered as a
part of the 1991 Water Conservation Act and a discussion of their applicability with
regards to Fort Morgan.

1. Water-efficient fixtures and appliances. Water-efficient fixtures include low-flow
toilets, showerheads and faucets, A comparison of water use for conventional fixtures and
low-flow fixtures is shown below.

7
