<br />I <br />l <br />I <br /> <br />WATER CONSERVATION PLAN <br />COLORADO SPRINGS UTIUTIES <br />WATER RESOURCES DEPARTMENT <br /> <br />A Discussion of the Requirements of The Water Conservation Act of 1991 <br /> <br />PURPOSE OF THIS DOCUMENT <br /> <br />This document is submitted to the Colorado Water Conservation Board in order to re- <br />address the issues stated in HB91-1154, to provide the Board with Colorado Springs <br />Water Resources Department's current and proposed conservation measures, it~ historical <br />water conservation philosophy, an overview of the public process by which i\ <br />conservation master planning is taking place, and a statement of the DepartmL's best <br />judgement as to the role efficient water use will play in meeting future water demands. <br /> <br />House Bill 91-1154 requires that: <br /> <br />1. Each entity shall consider the following nine water-saving measures, <br /> <br />2. Each entity shall make final conservation plans available for sixty days of public <br />comment. <br /> <br />3, A program for the implementation of the water conservation program will be <br />submitted with the water conservation plan. Implementation should include a process for <br />monitoring and evaluation" <br /> <br />, <br />I <br />I <br />i <br />I <br />I <br /> <br />The Colorado Springs Water Resources Department (WRD) believes that it is in <br />substantial compliance with the requirements of the Act, insomuch as all items in the Bill <br />have been considered for implementation, and in fact, the majority of the items have been <br />in place in Colorado Springs for years. <br /> <br />Colorado Springs' Conservation History and Philosophy <br /> <br />1. Colorado Springs Water Resources Department was required by the U.S, Bureau of <br />Reclamation to write a Water Conservation Plan as a condition of its participation in the <br />Southeast Water Conservancy District in the early 1980s, The Department continues to <br />comply with that requirement and provide the Bureau with periodic updates to that plan. <br />
