Water rate structnres designed to enconrage water use efficiency in a fiscally <br />responsible manner. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />J <br />J <br /> <br />Customers are currently charged according to a uniform rate structure, although in 1996 <br />the City began phasing in a seasonal rate structure, starting with the City's largest water <br />customers. This rate structure should be fully implemented within 5 years, The Citizens <br />Water Conservation Committee, and the general public (during the Water Resources <br />Plaoning effort) expressed substantial support for rate structures which encourage <br />conservation, <br /> <br />The City's water delivery system has been fully metered since the 1940s. <br />Studies have shown that metering reduces water consumption by nearly 20%. <br /> <br />H, Regulatory measnres, including standards for the use of water efficient fixtures <br />and landscapes; and ordinances, codes or other law designed to enconrage water use <br />and efficiency, <br /> <br />Pressure regulation was mandated on all domestic service lines in the 1970s. Such <br />regulation has been shown to reduce domestic water consumption by approximately 6%. <br /> <br />In general, City code conforms to the standards of EP Act of 1992. <br /> <br />I. Incentives to implement water use efficiency techniques, including rebates to <br />customers or to enconrage the installation of water use efficiency measnres. <br /> <br />The Citizens Water Conservation Committee studied incentives to encourage water <br />efficient behavior in some depth. It was their recommendation that incentives not be <br />included in the next tier of conservation measures, in that the cost to savings ratio was not <br />nearly as favorable as those measures selected for immediate implementation. The single <br />exception was rain sensors; although the Committee did feel that incentives could be <br />other than monetary - such as seminars and landscape assistance at the Demonstration <br />Garden, - <br />
