Scooe or Services <br /> <br />The Project consists of the Contractor offering the sale andlor installation of water-saving devices to residcnu in twelve local <br />governmental communities including Aspen. Basalt. Battlemeot. Mesa. Carbondale. Glcowood Springs. New Castle. Parachute. <br />Rifle, Snowmass Village aDd the Counties of Eagle, Garfield and Pitkin. The grant award will be matched by other 1000l funding <br />sources. Each how:ehold that receives a new water-efficient toilet will pay $125 for their share of the cost of labor and materials. <br />The pimary focus will be OD the installation of new ultra low flush toilets that will replace old. inefficient ones. The CoIlUaCtCX <br />will also install efficient showerheads and faucet aerators as pan of the conservation retrofit package. The Project goals include: <br />inaea.sing customer awareness of the effects of water conservation devices. extending the wefuI life of the Contract<r's water <br />system. and to collecting data for evaluation of furore programs. <br /> <br />1be Contractor will CClC('dinate the Project with the staffs of each city and rounty to identify hwseholds. JX"omote the project and <br />monitor water savings. The Contractor will encourage participation in the Project by starting with an initial press release to the <br />loc:al newspapers and radio stations. Brochures will be developed and flyers describing the project aDd how local residents can <br />participate. Oo1y those households on water meters will be monitcred under this Project. The Contractor will make the water <br />efficiency devices available to other buildings that may not be metered. The overall goal is to save water. The contractor will <br />eDlist the support from local volunteer.s: such as the Rotary Oubs and interested students from the public high schools and <br />Colorado Mountain College. The results of this project will be conveyed to local Council of Governments and other CODlDll!oities <br />through publiJ? service announcements via the media will convey to the local residents the results of this Project. <br /> <br />The Contractor will have OD record the monthly water usage of each household. Each participant will sign a consent fonn <br />aDowiq 1M Conuaaa r.o Jook at their wat.er and utility bills. This will allow the Conlractor to track usage and savings. boIh <br />water and financial. before and after the ~ject. The Contractcr will conduct a survey of participants to determine customer f <br />perceptions and satisfaction levels with devices. <br /> <br />A Final Report shall be compiled upon completion of the Project. The Fmal Report shall include a summary of the Project. <br />discussion of the Project impleme~tation. Project findings and water savings results. The Final Report will not only conclude the <br />Project but win serve as information to be shared with other Colorado communities. <br /> <br />2. Protect Time of Perfonnance <br /> <br />The Project will commence on September 1. 1993 or upon full and proper execution of this Contract. <br /> <br />The Project wiD be completed OD or before September 1. 1995. However. the Project time of pedormance may be extended <br />subject to the mutual agreement of the State and Contractor. A wrinen request for extension shall be submiued to the Stale by <br />the Contractor at least thirty (30) days prior to September 1.1995. and shall include a full justification for the extension request <br /> <br />Page 1 of 2 Pag.. <br />
