.

Preface...

This Conservation Master Plan was developed to provide a policy and a guideline for future
conservation activities for the Ute Water service area from now until 2045. This is an arbitrary 50.
year planning horizon to be sure that we consider both the short.range and long-range effects of
OUf program. The District is currently involved in the replacement of our main raw water supply
line in Plateau Canyon. We have used a 50-year planning horiwn for this project and have used
the same 50.year horizon for our Water Conservation Plan. At this point in time, the District has
sufficient water supplies to serve the entire valley. However, growth projections indicate that we
must be vigilant in acquiring water rights so that demands do not exceed supply in the next 50 to
100 years. Treatment capacity projections indicate that, with the addition of 2 more filters, at an
estimated cost of$2 million, our treatment plant will be able to supply the demand for at least the
next 40 years.

The Plan sets specific goals for reduction of water use in each segment of Ute Water's
customer base: These goals are shown in the bar graphs for each customer category. The Plan also
describes, in general tenus, methods to reach the goals. It establishes the criteria by which specific
conservation measures will be selected as well as a process for measuring results. The glossary at
the back of the document defines tenus which may need clarification and/or context for this Master
Plan.

In this document, water conservation is defined as eliminating waste and making beneficial uses

more efficient. Conservation does not mean deprivation or preservation. Each Action Plan will
list specific measures or programs to be implemented that year along with the associated costs,
responsibilities and target goals. Action Plans will also include an evaluation of the previous year's
plan -- what wOfked and what didn't, what goals were met, what needs to be changed, and other
relevant information. A summary of the current Annual Plan will be available upon request from
the District Office (970-242-7491) by December of each year.

7
