2.2 Water/Wastewater Treatment Capacity

The City does not currently treat its water. The system currently operates
under a disinfection waiver from the Colorado Department of Health and
Environment. This waiver permits operation of the system without
disinfection of our high quality sources. It does require a high degree of
preventive maintenance of the distribution.

The City of Monte Vista has two facility's. Henderson Lagoon serves most
of our community, these lagoons were constructed in the 1950's. Our
other wastewater Treatment Plant serves a small portion of our
community. This was constructed in 1994 & 1995 and has been in service
since April of 1995. Current average flows to the plants are about 0.88016
MGD with design average flows of 5.05 MGD.

Section 3 - Existing Conservation Measures.

Section 3.1 Water-Efficient Fixtures.

In accordance with current plumbing codes and in coordination with the
State Plumbing Inspector, the City requires that all new construction installs
1.6 gallon per flush water closets, 1 gallon per minute (gpm) urinals, 2.5
gpm faucets and shower heads, lavatory, kitchen and service faucets
designed not to exceed a flow rate of 2.2 gpm at 80 psi. All replacement
plumbing fixtures must meet the same standards.

Section 3.2 Water Supply and Use Study.

-------
-------~----

In 1996/97 the City contracted with Integra Engineering to complete a
study which documented existing and potential future water rights and
sources. This study compared this information with current use patterns
and included a general analysis of methods to address future water
requirements and maximize current water sources. The study concluded
that while the City has sufficient water rights for the foreseeable future,
pumping rate limits in the decrees will require major system improvements
before the year 2000. Major findings of the study are as follows:
