Westminster Reclaimed Water System

VI. PUBLIC INFORMATION PROGRAM

A public infonnation program will be implemented to infonn various publics affected by the
WRWS. The publicinfonnation program will emphasize three basic messages. Those messages
are:

1. Using reclaimed water is safe.

2. The City of Westminster is constructing the reclaimed water system to keep costs

for residents low.

3. Reclaiming wastewater demonstrates the City of Westminster's environmental

consciousness and responsibility by not disturbing the environment to bring in

raw water from new sources.

The public infonnation program will include four stages: research, development of a
communication phn, communication, and evaluation,. It will be organized using a "concentric
circles strategy". The infonnation flow will begin with the most knowledgeable people in City
administration and radiate outward, supported by various media. A key element of the program
\
is positive word-of-mouth endorsement. Positive word-of-mouth endorsement depends on getting
reliable infonnation to those at the center of the circles, so that the infonnation flowing outward
is reliable.

VII. CONCLIJSIONS

There are hundreds of reclaimed water systems, including several in Colorado, that have operated

successfully for more than 10 years. One reclaimed water system, the Irvine Ranch Waier District

in California, has delivered reclaimed water for more than 20 years. All of these systems provide

reclaimed water for irrigation of golf courses and public parks. The WRWS will provide a cost-

competitive source of water for landscape irrigation. [mplementation of the WRWS will benefit

from the experience gained from other systems.
