<br />Westminster Reclaimed Water System <br /> <br />VI. PUBLIC INFORMATION PROGRAM <br /> <br />A public infonnation program will be implemented to infonn various publics affected by the <br />WRWS. The publicinfonnation program will emphasize three basic messages. Those messages <br />are: <br /> <br />1. Using reclaimed water is safe. <br /> <br /> <br />2. The City of Westminster is constructing the reclaimed water system to keep costs <br /> <br /> <br />for residents low. <br /> <br /> <br />3. Reclaiming wastewater demonstrates the City of Westminster's environmental <br /> <br /> <br />consciousness and responsibility by not disturbing the environment to bring in <br /> <br /> <br />raw water from new sources. <br /> <br />The public infonnation program will include four stages: research, development of a <br />communication phn, communication, and evaluation,. It will be organized using a "concentric <br />circles strategy". The infonnation flow will begin with the most knowledgeable people in City <br />administration and radiate outward, supported by various media. A key element of the program <br />\ <br />is positive word-of-mouth endorsement. Positive word-of-mouth endorsement depends on getting <br />reliable infonnation to those at the center of the circles, so that the infonnation flowing outward <br />is reliable. <br /> <br />VII. CONCLIJSIONS <br /> <br />There are hundreds of reclaimed water systems, including several in Colorado, that have operated <br /> <br /> <br />successfully for more than 10 years. One reclaimed water system, the Irvine Ranch Waier District <br /> <br /> <br />in California, has delivered reclaimed water for more than 20 years. All of these systems provide <br /> <br /> <br />reclaimed water for irrigation of golf courses and public parks. The WRWS will provide a cost- <br /> <br /> <br />competitive source of water for landscape irrigation.
