The goal of the project is to develop information regarding sustainable <br />water supplies through increases in efficiency in existing and new homes. <br />The following objectives for the project have been derived after a series of <br />meetings with the Westminster City Staff, theHBA and the consultants: <br /> <br />1, The Home Builders will construct new homes wider the City's <br />proposed new design guidelines that will permanently use less than <br />the City's planning estimate. <br /> <br />2. Develop a tracking system, acceptable to the City for long-term use, <br />that will allow Objective #1 to be monitored and proven. This <br />tracking system will allow a comparison of new water-efficient homes <br />to other new homes and existing residential developments and an <br />evaluation of service commitments allocations from 1984 to the <br />present. <br /> <br />3. Develop design and building code standards for new development <br />that are acceptable to the City, HBA, and the public that will result in <br />quantifiable and verifiable long-term reductions in water demands <br />over current planning estimates. <br /> <br />4. Evaluate potential water conservation measures, acceptable to the <br />City and the public, for existing water users that will result in <br />quantifiable and verifiable long-term reductions in water demand for <br />existing water customers. <br /> <br />It is a critical component of the study that the data produced will be <br />accepted by the City and HBA. The City, because it will need to use this <br />data for long-term water resource and financial planning.. The HBA, <br />because the builders must be convinced of the efficacy of investing in a <br />water management program for their homes. To accomplish the <br />acceptance of the data produced by both entities as a strong quality <br />control, a qualityassura.nc€ prOfjramwilL be instituted by the consultants. <br />Additionally, at the commencement of each task and before any critrc'al <br />assumption is made, written acceptance of the methodology must be <br />. received by the consultants from both parties. To assure continuity during <br />any potential transitions in the City or HBA, monthly written reports will be <br />produced for dissemination to City Staff and Council aM to the HBA <br />general membership and Executive Board. Additionally, presentations will <br />be made to the City and HBA, as needed. <br /> <br />c. <br /> <br />Staff and the HBA recommends waiving the RFP procedure for this project <br />because AquaSan enjoys a specialized expertise in residential water use <br />monitoring and analysis, trust of both parties, and understanding of the <br />needs of this project. These traits have been manifested in AquaSan's <br />assistance to the City and HBA in reaching an accord in .the Growth <br />
