Both Westminster and HBA staff recommeAd: 1) <br />the hiring of AquaSan Network for the water resources related components <br />of the study due to its specialized experience in residential water use <br />analysis and 2) the contracting ona time and material "rent-a-technician" <br />basis with a yet to be selected geographic information system (GIS) <br />consultant for creation of a GIS based water use/customer information data <br />base.. A letter from the HBA recommending the selection of AquaSan <br />Network is attached. The total budget for the study including a $20,000 <br />contingency is $140,000, of which one-half of the funding will come from a <br />$50 surcharge per service commitment equivalent on Westminster water <br />tap fees. of residential development until the HBA share has been <br />collected. The surcharge proposed is $50 for a single family detached, $40 <br />for a single family attached, and $25 for a multi family unit. <br /> <br />Staff and the HBA are recommending that City Council waive the RFP <br />. procedures for this study for the following reasons: <br /> <br />1. AquaSan has a specialized expertise in residential water use monitoring <br />and analysis. <br /> <br />2. Joint trust by the City Staff and HBA in AquaSanto effectively and <br />expeditiously perform the Scope of Work to our mutual satisfaction. <br /> <br />3. Thorough understanding of the needs of the HBA and City in the study <br />process. <br /> <br />StafJ Reco!llm~ndation <br /> <br />Pass on first reading Councillors' Bill No. ' implementing a $50 <br />surcharge per service commitment equivalent on residential development <br />to be in effect until one-half of the cost of the joint Water Management <br />System Study is collected, pass on first reading Councillors' Bill No. <br />appropriating $140,000 into the Utility Fund and authorize the City Manager <br />to sign contracts with AquaSan Network for an amount not to exceed <br />$85,000 plus a $10,000 contingency for services related to the Joint Water <br />Management System Study and with a yet to be selected GIS consultant <br />on a time and material basis in an amount not to exceed $35,000 plus a <br />$10,000 contingency for creation of a GIS based water use customer <br />information data base. <br /> <br />Background Information <br />
