<br />I <br />I <br />\ <br /> <br />INTRODUCTION <br /> <br />Historv <br /> <br />The Clifton Water District was formed on March 5, 1951, in <br /> <br />accordance with the existing laws or the State or Colorado and the <br /> <br />Special Districts Act, C.R.S. 32-1-101 et. sea. The District <br /> <br />I <br />.1 <br /> <br />constructed a 0.68 million gallon per day (MGD) water treatment plant <br /> <br />on Whitewater Hill in Orchard Mesa. The source of raw water for this <br /> <br />plant was from the City of Grand Junction's Purdy Mesa Flowline. <br /> <br />The small treatment plant began serving water for 451 taps on April <br /> <br />19, 1958. In 1973, the treatment plant was expanded from 0.68 MGD to <br /> <br />1.27 MGD. In 1989, this plant was abandoned due to its inability to <br /> <br />produce water to meet the Colorado Primary Drinking Water Standards. <br /> <br />On August 19, 1977, tax payers approved a $2.3 million general <br /> <br />obligation bond issue to construct a new water treatment facility. <br /> <br />The new water treatment facility had a capacity of 8.0 MGD. Due to an <br /> <br />arrangement with the City of Grand Junction, 4.0 MGD of the plant's <br /> <br />capacity was for Clifton with the balance of the capacity reserved for <br /> <br />the City. The source of raw water for this plant is the Colorado <br /> <br />River. This plant is now known as the Charles A. Strain Water <br /> <br />Treatment Plant (CASWTP). In 1982 the plant's capacity was increased <br /> <br />to 12.0 MGD. <br /> <br />- Currently; - the. The District has over 7,000 taps serving <br />approximately 8,900 individual units. In 1995, the day-high water <br />production was 5.2 MGD and the peak day-high reached 5,350 gallons per <br />minute (gpm). In 1995, the Clifton Water District produced 889 <br />million gallons of water. Storage capacity within the District is 3.7 <br /> <br />MG. The District is now in the planning stages of constructing a 2.4 <br /> <br />MGD nanofiltration unit. <br /> <br />6 <br />
