<br />I <br /> <br />100 gallons per day per person, the District can extend the service of <br /> <br />its 12 MGD water treatment facility to serve a population of <br /> <br />approximately 40,000. The estimated population of the District in <br /> <br />1995 was 24,250. Based upon a 2.0~ growth rate, a population of <br /> <br />40,000 will be reached in the year 2021. <br /> <br />j <br /> <br />Current water use records indicate that in the District's service <br /> <br />area, <br /> <br />single-family demand accounts for approximately 71.1~ of the <br /> <br />District's total annual water demand. <br /> <br />Multi-family demand accounts <br /> <br />for 12.7~, trailer parks 5.7~, industrial/business accounts for 4.8~, <br /> <br />churches and schools use 1.0~, and 4.6~ is unaccounted-for water. <br /> <br />This is illustrated by Graph #2. <br /> <br />Evaluation of the data shown in Graph #3 demonstrates that since <br /> <br />1990 the Clifton Water District has experienced an average 2~ growth <br /> <br />rate based upon service connections. The District has also observed a <br /> <br />relatively steady per capita water consumption during this same period <br /> <br />of time. The steady per capita consumption is felt to be a result of <br /> <br />the combination of: current metering program, rate structure, new <br /> <br />construction building codes using low-flow fixtures, and more <br /> <br />environmentally aware customers. <br /> <br />Historically, the philosophy of the Clifton Water District has <br /> <br />not discouraged the use of domestic water for residential irrigation <br />purposes: --The-maJor -s-01.irce-cif- water-for- irrigation and -CBfton -Water <br /> <br />District's domestic service is the Colorado River. For every 100 <br /> <br />gallons of water diverted from the Colorado River, 9 gallons (9~) are <br /> <br />used for treatment processes (backwash) then returned to the river. <br /> <br />-~ <br />I <br /> <br />Four gallons (4~) is unaccounted-for losses and 87 gallons (87~) <br /> <br />is <br /> <br />delivered to our customers. <br /> <br />In comparison, irrigation systems <br /> <br />typically can deliver only 50 gallons (50~) of water per 100 gallons <br /> <br />diverted from the river. The efficiency of diversion, treatment, and <br /> <br />delivery provides a true water conservation savings of 37~ of Colorado <br /> <br /> <br />River Water within the Clifton Water District service area. <br /> <br />8 <br />
