Customers are then billed for the costs in 12 equal <br />payments on their utility bill. In most cases, the monthly savings realized on the water <br />bill pay for the meter within the first year. Water meters are required (1) in all new <br />construction, (2) within 45 days after a house changes ownership, and (3) in order to <br />qualify for the low-income senior water bill rebate program. <br /> <br />Historically, the City has elected a phased-in. rather than universal, conversion to water <br />meters in order to more easily accommodate the decrease in rate revenue as conversion <br />occurs. Rates for flat rate customers are set higher than residential metered rates. In <br />1995, a metered customer paid $252.81 per year less than an unmetered customer. <br /> <br />Implementation: Continue with current program. State legislation requires the City to <br />be fully metered by January 1, 2009. At the current rate of conversion, the City will be <br />fully metered by 2003. <br /> <br />Develop an information packet for realtors and Utility Billing to hand out on meter <br />conversion programs. <br /> <br />2. <br /> <br />Read meters monthlv <br /> <br />Status: All water meters are currently read and usage billed monthly.
