The City encourages voluntary conversion to a water meter by offering to pay the up-
front costs of meter installation. Customers are then billed for the costs in 12 equal
payments on their utility bill. In most cases, the monthly savings realized on the water
bill pay for the meter within the first year. Water meters are required (1) in all new
construction, (2) within 45 days after a house changes ownership, and (3) in order to
qualify for the low-income senior water bill rebate program.

Historically, the City has elected a phased-in. rather than universal, conversion to water
meters in order to more easily accommodate the decrease in rate revenue as conversion
occurs. Rates for flat rate customers are set higher than residential metered rates. In
1995, a metered customer paid $252.81 per year less than an unmetered customer.

Implementation: Continue with current program. State legislation requires the City to
be fully metered by January 1, 2009. At the current rate of conversion, the City will be
fully metered by 2003.

Develop an information packet for realtors and Utility Billing to hand out on meter
conversion programs.

Status: All water meters are currently read and usage billed monthly. Month1y:billing
allows customers to get feedback in time to make adjustments in their usage patterns.

Implementation: On-going.

Show comparative usal!e data on monthlv utilitv bills

Status: Utility Billing has been asked by both Water/Wastewater and Electric to include
comparative usage data on the bills. They have requested the purchase of new equipment
to accommodate this request

Implementation: Equipment funded and purchased in 1996. Bill design to be completed
1996.
