GOAL
REGISTERING

Registering water use is critical (1) to the customers so that they are aware of their water use and
the costs associated with it, and (2) to the water utility for future planning.

BEST MANAGEMENT PRACTICES

1. Convert residential service to water meters

Status: A priority of the water conservation program is to fully meter the City's
residential customers through a combination of mandatory and voluntary conversions.
Studies show unmetered water customers use 20% more water than metered water
customers. All multifamily and commercial/industrial water customers are metered. As
of December 31, 1995, 24% of residential water customers are unmetered. Meter
conversions 1983 to 1995 are as follows:

i~I~;i;i~jiiili~'I~:lii;i..;;111111~11Ii!;~IIII.ti!111ijilltlllll

1983 9,914 78% 2,848 22% 1,923 16%
1984 9,106 69% 4,079 31% 808 8%
1985 8,437 62% 5,161 38% 669 7%
1986 7,837 57% 6,029 43% 600 7%
1987 7,353 52% 6,798 48% 484 6%
1988 6,905 48% 7,410 52% 448 6%
1989 6,433 45% 7,994 55% 472 7%
1990 5,942 41% 8,581 59% 491 8%
1991 5,520 37% 9,203 63% 422 7%
1992 4,915 33% 10,068 67% 605 11%
1993 4,415 29% 10,931 71% 500 10%
1994 4,093 26% 11,438 745 322 7%
1995 3,814 24% 12,124 76% 279 7%
15
