.-

Town of Castle Rock
1992 Water Conservation Grant Application
January 31, 1992

1. Provide a summary description of your proposed project, Be sure to provide a
description of; the need for your project, how you would implement your project, and
the participants in your project.

SUMMARY:

''TEACH BY EXAMPLE"

The thrust of this program is to give the residents of Castle Rock examples of water
conserving households and landscapes as models for their own water conservation
"make-over". The process for this is as follows:

- Through an application process, select one home per pressure zone, or perhaps
three throughout Town (depending on funds), to participate in a complete water
conservation "make-over". Install the optimum conservation equipment, and water
conserving techniques for home and landscape. Monitor each transformation in a
step by step manner, listing all techniques and materials used, the costs involved, and
water and energy savings achieved. Data collection will be accomplished by an
historical comparison of water usage for each specific account through utility billing
records, and by careful monitoring of usage throughout the application of methods
and measures. Depending on the technique being isolated, meter readings may be
taken hourly, daily, and monthly. Advertise the results for each specific zone and
horne, so they can be duplicated by other residential customers, Time projections for
when the more expensive retrofit procedures will be cost effective will be calculated.
The cost analysis of the water and dollar savings caused by conservation will be
prepared for public release. The emphasis of this project is twofold; to "show" the
residents of Castle Rock how they can implement water conservation measures easily
and not necessarily expensively; and then "show" them how they can realize the
savings for themselves and their community. Present residents with an example
showing that water conservation pays off,

To promote the general public to conserve water, the idea that the "cause" of
conserving water yields the "effect" of reducing their water bills should be stressed.
To coalesce the ideas of water conservation and money savings, actual case scenarios
can be used which reflect use and costs prior to conservation measure
implementation, and after conservation measure implementation,

The correlation between individual water savings as it translates to savings for the
municipality as a whole will be highlighted as well,

NEED FOR THE PROJECT:
- The source of water supply for the Town is from tributary and non-tributary wells
located in the area. Pumping into the system from ground water sources satisfies
