<br />way to reach this audience was through ditch company meetings, which provide a ready- <br />made forum for consideration of matters of interest to water users. <br /> <br />During the winter of 1994-95, members of the District's staff attended meetings of <br />shareholders' or board of directors' meetings for a number of ditch companies using <br />C-BT water. Where time permitted, the staff member gave a short formal presentation <br />on interruptible supply contracts and their use in the context of C-BT/Windy Gap. <br />Regardless of whether such a presentation was made, each session included receiving <br />questions and comments and responding to them where appropriate. <br /> <br />Two public sessions -- one in Greeley and one in Fort Lupton - were held in <br />March 1995, at which all interested persons were invited to meet with District <br />representatives to discuss interruptible supply contracts and their use in the context of <br />C-BT and Windy Gap operations. The meetings were advertised in local newspapers, <br />and notices were mailed directly to those persons who had indicated an interest in the <br />interruptible contracts program. <br /> <br />The formal public involvement phase of the project came to a close in the fall <br />of 1995. At the Fall 1995 water users' meeting, the consultant gave a presentation <br />summarizing the District's public involvement efforts and the findings from those efforts. <br /> <br />In addition to organized meetings, input on the proposed contracts program has <br />been obtained through informal one-on-one contacts between members of the District <br />staff and interested parties. Some of these discussions were initiated by the staff and <br />others by commenters. <br /> <br />Also, throughout the study, the District has worked with the Windy Gap <br />Participants Committee as a source of input from potential buyers under interruptible <br />supply contracts used to provide back-up supply for in-lieu deliveries from the C-BT <br />system. <br /> <br />Written materials <br /> <br />At the conclusion of the project's first phase, the consultant prepared a written <br />report with detailed background information on the use and structure of interruptible <br />supply contracts. This report was submitted to the District in August 1994. In addition, <br />a brochure with basic information on interruptible supply contracts was prepared, as the <br />consultant and District staff felt that few people would be interested in the level of detail <br />included in the report and that broad public distribution of the report therefore would be <br />inappropriate. The brochure was mailed as an enclosure to the notice of the fall water <br />users' meeting, which was sent to all C-BT allottees as well as others on the District's <br />mailing list. <br /> <br />Copies of both the detailed report and the shorter informational brochure were <br />made available at ditch company meetings and at the public sessions held in March 1995, <br />as well as at the District's fall water users' meetings in 1994 and 1995.
