<br />Recognizing that some people are more comfortable giving comments in written <br />form rather than orally at a public meeting, a questionnaire was used to solicit additional <br />input regarding perceived impacts of interruptible supply contracts as well as how to <br />structure such arrangements. (A copy of the questionnaire, along with a summary of <br />responses, appears at Appendix A.) In the summer of 1995, this survey was mailed to <br />approximately 280 recipients, representing agricultural, municipal and industrial users. <br /> <br />Respondents were invited to give their names and addresses, but were told they <br />could respond anonymously if they preferred, To encourage replies, a postage-paid <br />return envelope was furnished. Forty-three completed surveys were returned to the <br />District, for a response rate of approximately fifteen percent. Copies of the survey were <br />available at the Fall 1995 water users' meeting, and attendees who had not yet responded <br />were invited to do so, (Although a number of attendees picked up copies of the <br />questionnaire, no additional responses were received by the District.) <br /> <br />The District has also kept water users and others informed about the project <br />through articles in the District's quarterly magazine, "Waternews", In addition to the <br />information presented in the articles, the name and phone number of a specific member <br />of the District staff was given at the end of each article, to facilitate contacts with staff to <br />ask questions or provide comments on the program. <br /> <br />Ongoing public involvement <br /> <br />The consultant emphasized in her presentation at the Fall 1995 water users' <br />meeting that, although the formal public involvement phase of the study was ending, the <br />District would continue to be interested in hearing from water users and other potentially <br />affected parties at any time. Names of specific District staff members to contact were <br />announced at the meeting, and attendees were encouraged to ask questions of them or <br />inform them of any comments concerning use of interruptible supply contracts. <br /> <br />Comments on the public involvement process <br /> <br />Public involvement entails both disseminating information to the public and <br />receiving input from the public. Both components are crucial to the successful <br />formulation of any program; each presents its own difficulties. <br /> <br />Informing the public raises the fundamental question of how to get the <br />information to those one wants to reach. In regard to written materials, this means that <br />a variety of materials must be prepared in order to reach various segments of the <br />potentialIy affected public. A detailed report, such as the consultant's Phase I report <br />here, wilI be of interest to only a small proportion of the public, who wilI take the time to <br />read a lengthy report and who have a sufficiently high level of interest that they want to <br />review detailed information. <br /> <br />A larger number of persons wilI be concerned about possible implementation of a <br />new concept, but won't have the time or the interest level to read a long document. <br />Briefer materials which convey basic information are essential for this segment of the <br /> <br />7 <br />
